The external assessors will review the Submission Documents, prepare the Feedback Reports and present their findings to the Jury. The assessors will be selected from an international panel of qualified Arabic assessors on the basis of their experience, competencies and cultural compatibility. They will receive training on the Abu Dhabi Award for Excellence in Government prior to commencing their assessments.
The composition of each Assessment Team will be determined by the Award office to ensure the right fit of experience and special knowledge to each assessment undertaken. The assessment teams will be accompanied by one or two nominated personnel from the Government entities whose direct involvement in the assessment process will not only be beneficial to the individuals selected but also will serve to develop an internal talent pool of future assessors and excellence specialists. These trainee assessors will not contribute to the outcomes decided by the Assessment Team but will work closely with and observe the assessors in their deliberations and on the site visits.

Conditions Relating To Assessors
Code of Conduct:
· Assessors are expected to carry out their duties and responsibilities in the Award process in full accordance with the Code of Ethical Conduct.
· Assessors have a vital responsibility for upholding the integrity and prestige of the Abu Dhabi Award for Excellence in Government by their conduct whilst serving as assessors. For many people in the Government Service, who will be met whilst carrying out assessments, the Assessor is the visible face of the ADAEP. Assessors will be perceived not only as representatives of the ADAEP but also as ambassadors for and role model Excellence and Quality Management and excellence in the execution of their role.
In practice, Assessors shall:
· Declare any existing conflict of interest, or potential conflict of interest, in respect of any assigned entity to the Awards Office. Potential sources of conflict of interest would include past or current commercial or financial relationship with the entity to be assessed, whether as a supplier, customer or employee; previous employment or existing employment of a family member within the entity to be assessed; other association through a regulatory, advisory, professional, educational or legal relationship.
· Conduct themselves according to the highest professional standards in relationships and dealings with fellow Assessors, Team Leaders, and Advisors, and Jury Members, representatives of the Awards Office and employees of entity being assessed.
· Take decisions during the assessment process based on factual information and evidence, whether documentary, oral or observed, to the exclusion of personal bias, remaining impartial and objective at all times.
· Each assessor is responsible for personally and independently scoring all assigned Award submissions
· Treat all information gathered during the course of an assessment with complete confidentiality and sensitivity. The exception being discussion of a submission within their own assessor team and exchanges of information regarding the submission with the Awards Office and the Jurors. No papers accessed or made available during the course of an assessment, particularly during site visits shall be copied or removed.
· Not disseminate information gathered concerning the operation of a Government entity that is not otherwise in the public arena either by publication or disclosure to a third party
· No notes, written or electronic relating to the submission or the site visit shall be retained. The Awards Office will notify assessors when to destroy all notes
· Not accept from an Award applicant any gift, present or other valuable consideration however well intentioned the gesture or offer may be.
· Not intentionally communicate false or misleading information which may compromise the integrity of the Award process or decisions made therein.
· Not arrange any meeting with any member of the entity being assessed after the conclusion of the site visit or communicate with any member of the entity post-site visit until the presentation of the Feedback Reports.
Eligibility:
Assessors are excluded from the assessment, if the Assessor:
· Have been employed within that entity within the past five years or have had family members working within that entity
· Have had any financial or related interest, direct or indirect, in that entity within the past five years – for example as a consultant, contractor, supplier, auditor or advisor
· Have had any other interest in that entity within the past five years through legal proceedings or in pursuit of a dispute
